Changes to U.S. Customs Rules (Starting August 29, 2025)

2025.08.19

Starting August 29, 2025, shipments from Korea and other countries will be subject to new customs rules when entering the United States.

For shipments cleared through U.S. customs on or after this date, the de minimis (duty-free) rule will be abolished, and customs duties may apply to goods valued under USD 800.

Although interpretations of the U.S. executive order vary among carriers and final details have not been confirmed, please be assured that your shipments will continue to be processed normally, and DK will keep this notice updated whenever there are changes to the policy.

  • Courier Services (FedEx, DHL, UPS, etc.)

    • Ad Valorem Duty: Customs duties will be applied based on the total declared product value.

  • Postal Shipments (EMS, K-Packet, etc.)

    • Specific Duty for the first 6 months after implementation

→ For reciprocal duty rates below 16% (Korea: 15%) → Flat USD 80 per package (per AWB).

    • After the 6-month period, postal shipments will also transition to Ad Valorem Duty (based on product value).

  • Customs Duty for All Shipments

    • With the abolition of the De Minimis (duty-free) rule, the item-based duty (HS code) and reciprocal duty (specific or ad valorem), which previously applied only to shipments over USD 800, will now apply to all shipments.

  • Details may vary depending on the carrier.

  • U.S. authorities have not yet confirmed the final implementation.

  • We will continue to update this page with the latest information as it becomes available.

  • Due to this, there may be delays in the local customs clearance process.

FAQ

Q: If I send my shipment before August 29, 2025, will the de minimis (duty-free) rule still apply?

A: The rule is based on the customs clearance date, not the shipping date. Therefore, even if a shipment is sent before August 29, 2025, duties will apply if it is cleared by U.S. customs on or after that date.
