If you import a CPSC-regulated product into the United States, you may need to enter product certificate data directly into the CPSC Product Registry or provide the required certificate information to your customs broker.
The basic process is as follows:
Access the CPSC Product Registry.
Create an account and set up or join a Business Account.
Create a Product Collection.
Select Add Products.
Enter product details.
Enter citation, testing, manufacturer, and contact information.
Review and certify the product certificate.
Provide the Certifier ID, Product ID, and Version ID to the customs broker, carrier, or relevant party.
If the required CPSC information is not registered, is incomplete, or cannot be verified, the shipment may be delayed, held by customs, returned, disposed of, or become subject to additional document requests or costs.
Please note that CPSC compliance requirements are related to the product and the importer’s responsibility. The recipient/customer using Delivered Korea’s service is responsible for confirming whether the product is subject to CPSC requirements and for providing accurate certification information. Delivered Korea may provide general shipping-related assistance, but our ability to support CPSC compliance issues may be limited.
The CPSC Product Registry is a secure online system where importers can store and manage product certificate data for CPSC-regulated products.
When you enter and certify product certificate data in the Product Registry, your customs broker may use the registered information during the U.S. import process.
Please note that entering data in the Product Registry does not automatically complete the customs filing.
The CPSC Product Registry is a standalone data repository and does not directly communicate with CBP’s ACE system. After entering and certifying the product data, you must provide the required certificate identifiers to your customs broker, carrier, or other relevant party.

In general, the importer of a CPSC-regulated product is responsible for providing accurate product certificate data.
For shipments to the United States, the importer may be the U.S. recipient, purchaser, or customer, depending on the transaction and import arrangement.

Create a user account in the CPSC Product Registry and log in.
If you are entering information on behalf of a company, you may need to create or join a Business Account.
Please make sure that the company name, responsible person, and contact details are entered correctly.
After logging in, create a Product Collection from the Product Registry dashboard.
A Product Collection is used to organize and manage multiple product certificates.
For example, you may create a collection based on:
Brand
Manufacturer
Product category
Import shipment
Business account
Product group
Select the relevant Product Collection and click Add Products.
You can then start entering product certificate data manually.
Enter the basic product identification information.

The Product ID is important because it helps identify the exact product during the import process.

Not every field may apply to every product, but any information required for product identification and certification should be entered accurately.

This information should be obtained from the seller, manufacturer, supplier, or testing laboratory.
Delivered Korea cannot determine whether a product has been properly tested or whether it complies with CPSC requirements.
Enter the contact information for the person or company responsible for the certificate data.
This may include:
Contact person name
Company name
Email address
Phone number
Address
The Point of Contact may be contacted if CPSC, CBP, a customs broker, or another relevant party needs to verify the certificate information.
After entering all required information, review the certificate carefully and complete the certification process.
Certifying the product certificate means that the entered data is being confirmed as accurate.
Incorrect, incomplete, or unverifiable information may result in customs delays, additional document requests, shipment hold, return, or disposal.

Once the product certificate data has been entered and certified in the CPSC Product Registry, your customs broker, carrier, or other relevant party may request the following certificate identifiers:

These identifiers allow the broker to reference the product certificate stored in the Product Registry when filing a Reference PGA Message Set.
If you enter the product data in the Product Registry but do not provide the required certificate identifiers to the broker, the certificate information may not be properly referenced during customs filing.

If the required CPSC certificate information is not registered, is incomplete, or cannot be verified, the shipment may face issues during U.S. import clearance.
Possible situations may include:
Customs clearance delay
Shipment hold
Request for additional documents or information
Request for corrected certificate data
Additional storage, handling, return, or disposal-related costs
Return to sender
Disposal or abandonment of the shipment, depending on the situation
Inability to complete delivery to the recipient
These outcomes may occur even if the package has already been shipped from Korea.
Because CPSC requirements are determined by U.S. import regulations and product-specific compliance obligations, Delivered Korea may not be able to resolve the issue on behalf of the customer if the required product certificate data is missing or cannot be obtained.
The recipient/customer is responsible for confirming the product’s CPSC applicability, preparing accurate certificate information, and responding to any related requests from customs, the broker, carrier, or relevant authorities.

Any consequences arising from failure to provide required CPSC information may remain the responsibility of the recipient/customer as the service user and importer/recipient of the goods.
